Sibling priority — does it actually mean anything once the school is oversubscribed?

Younger DD up for 11+ at her older brother's school. Registrar said 'sibling priority is meaningful but not a guarantee'. What does that actually mean in practice?

She's a perfectly fine candidate but not at the top of the academic range. I'd love to know if siblings of similar profile have been let in over higher-scoring non-siblings, or if the marketing line is mostly that.
